What is Program Management?
A multiple-project program usually requires an expanded scope of Construction Management services, which is commonly referred to as Program Management. Program Management is a professional service that can be applied to all delivery systems where the PM acts as the owner’s principal agent in the management of a construction project or program, where the PM is responsible to the owner for managing the planning, design, construction and post construction phases, or portions thereof. The PM represents the interest of the owner in its dealings with other construction professionals, and with other private and public entities.
What are the benefits of Program Management?
Traditionally it is the responsibility of Design and Construction Team to makes sure they had complete Drawing and Specification coordination where no holes could be found by the subcontractors bidding the work. Poor Construction Document coordination equals expensive change orders and delays to the schedule. The Construction Managers of American commissioned a report of approximately 1,500 Building Owners across America asking them what the worst aspect of the industry was….80% of the responses were incomplete drawings.
The Program Management approach is a service provided by a team experienced in architectural and engineering design, construction procurement, construction and project management which acts exclusively on behalf of the Owner. The Program Manager is an extension of the Owner and is usually cast in the role of Owners Representative. The primary goal of the Program Manager is overall control concerning all aspects of the construction program from pre-design planning to occupancy. A major goal is to save money and time for the owner while helping the owner achieve its expectations in terms of the desired facility in its delivery within budget and schedule.
Program Management will allow an Owner to have a realistic project budget and master schedule before committing to the design while assisting the Owner in the selection process for the Design / Construction Team and putting these professionals under a contract that is more protective of the best interest of the Owner. This is a non-biased systematic approach in selecting the right team members for the specific job.

1. Research and budgeting of any proposed Facilities
- Visit proposed Facility and meet with Facility Personnel

2. Pre-Construction
- Provide a single point of management for the entire design and construction process

- Optimum flexibility in contracting and procurement
- Prepare bid packages and review proposals
- Provide Value Engineering input and cost analysis
- Drafting the contracts between Owner and local Contractors
3. Construction
- Optimum use of design and construction firms’ skills and talents
- Provide periodic reports reviewing the status of each project
- Review Design and Contractor billings every month
- Coordinate the Owner Furnished Equipment (OFE) process
4. Post – Construction
- Procuring the As-Built Drawings and converting to a digital file for Owner files
- Ensuring all Owner, Design Team, and FSI punch list items are complete before retainage check is released to Contractor Team
- Commissioning project to ensure Owner receives what was designed and paid for (See separate FSI literature concerning Commissioning Agent and Energy Consultant Services)
